The company shall ensure that the ship security plan contains a clear statement emphasizing the master’s authority. The Company shall establish in the ship security plan that the master has the overriding authority and responsibility to make decisions with respect to the security of the ship and to request the assistance of the Company or of any Contracting Government as may be necessary.
A ship is required to act upon the security levels. There are three levels. The preventive measures are as follows:
1. ensuring the performance of all ship security duties;
2. controlling access to the ship;
3. controlling the embarkation of persons and their effects;
4. monitoring restricted areas to ensure that only authorized persons have access;
5. monitoring of deck areas and areas surrounding the ship;
6. supervising the handling of cargo and ship’s stores;
7. ensuring that security communication is readily available.

ISPS MANAGEMENT SYSTEM
The ISPS Code contemplates a management system tailored to the particular company, trade patterns and shipboard conditions. In addition to the CSO, the company must designate a Ship Security Officer (SSO) for each ship. The SSO is the person on board accountable to the master as responsible for security of the ship including implementation and maintenance of the Ship Security Plan liaison with the Company Security Officer and Port Facility Security Officer.
The SSO is responsible for the following duties:
- Undertake regular security inspections of the ship to ensure that appropriate security measures are maintained;
- Maintain and supervise the implementation of the Ship Security Plan, including necessary updates and amendments;
- Co-ordinate security aspects of handling cargo and ship stores;
- Propose modifications to the SSP;

PREPARING THE SHIP SECURITY PLAN
The SSP is designed to protect persons on board, cargo, cargo transport units, ship's stores or the ship from the risk of a security incident. Each ship must carry on board an SSP approved by the flag state administration (or a Recognised Security Organization).
The Plan shall address:
- Measures to prevent unauthorized carriage of weapons, dangerous substances and devices intended for use against people, ships or ports;
- Identification of restricted areas and measures to prevent unauthorized access to the ship and restricted areas;
- Procedures for responding to security threats or breaches of security including provisions for maintaining critical operations of the ship or ship/port interface;
- Procedures for responding to any security instructions the contracting governments may give for security level 3 (the highest level).
- Procedures for evacuation;
- Duties of shipboard personnel assigned to security responsibilities and of other shipboard personnel on security aspects;
- Procedures for auditing security activities;

VERIFICATION AND CERTIFICATION
The International Ship Security Certificates (ISSC) are issued by the flag administration or a Recognised Security Organization (RSO) that has been authorized to act on behalf of that flag administration. An RSO may assist in doing the ship security assessment, but if it does so, it may not also certify the ship as in compliance and issue the ISSC.
Issuance of the ISSC is the last step in the verification process. Once the Ship Security Plan is approved as in conformity with the requirements of the ISPS Code, the plan must be implemented and the implementation of the plan must itself be approved by the flag state or RSO. At the plan approval stage or the verification of implementation stage, any non-conformity identified must be corrected to the satisfaction of the flag state or RSO. There is no provision in the ISPS for accepting non-conformities. Once issued, the ISSC is valid for five years with at least one intermediate survey between the 2nd and 3rd anniversary.
