What for the steady administrative structure is necessary?

For achievement of necessary conditions of economic safety of development of sphere of tourism in Ukraine and efficient control of recreation places creation of effective administrative structure in which limits various interests of all interested parties could be crossed is necessary, promoting cooperation and an effective management.

         First of all with a view of maintenance of a personal security of tourists and local residents effective coordination of activity of following structures is necessary: the Ministry of culture and tourism of Ukraine, the Ministry of Ukraine concerning emergency situations and on affairs of protection of the population from consequences of Chernobyl accident, the Ministry for Foreign Affairs of Ukraine, the Ministry of Finance of Ukraine, the Ministry of Internal Affairs of Ukraine, the Ministry of Education and Science of Ukraine. Also, tourist business community, tourist's industry associations, tour operators, territorial commercial and industrial chambers, electronic and printing mass media.  

What for measures on minimization of risks are necessary?

         Minimization of risks is one of directions of increase of economic safety. Tourist risks can correct rather essentially level of tourist activity in recreation place, and, hence, economic results of tourist activity. In this connection the risk is a measure of occurrence of danger concerning subjects and objects of the tourist market, the leader to losses of various type (economic, social, ecological).

Formation of a control system by risks in a touristic-recreational complex is an actual direction in scientific researches and can serve as the effective tool of the decision of problems of economic safety in tourism.

        Problems of minimization of tourist risks are necessary for developing in interrelation with kinds, the size and an estimation of a possible damage. At quantitative level the tourist risk is defined as possible size of the material and financial losses arising at the tourist enterprises and in their mutual relations with tourists. 

The contribution of author to the conducted research

Personal participation of the author consists in definition of the purposes and problems of dissertational research, search of sources of the information, a choice and object and object of research studying. Theoretical and methodical positions, practical recommendations and conclusions grow out of practical work and researches of the author.

         By the author the urgency of a theme of research is shown, the conceptual device of the theory of safety is critically analyzed, the is standard-legal base, classification, problems of economic safety in Ukraine is studied. In work features of development of tourism in Ukraine are analyzed, the estimation is given a current state of tourism and existing problems in this sphere, components of economic safety of sphere of tourism are studied. 

Techniques of working out of strategy of a sustainable development of tourism and estimation of a risk level for recreation place are offered. The author develops classification of tourist risks, a substantiated conclusion that management of risks in a touristic-recreational complex is the effective tool of the decision of problems of economic safety.
